Issue:
You upgrade the Notes client but your local apps didn't get their expected design update upon the next restart of the Client.
(As the client doesn't have a designer task that runs at 1:00AM, its self-design update takes place after an installation upgrade.)

Solution:
The problem was that a client notes.ini parameter was not being updated like it's supposed to be:
TemplateSetup=850200.

Just update manually and restart Notes.
